What is REACH?

REACH is a new European Union regulation concerning the Registration, Evaluation, Authorisation and restriction of CHemicals. It came into force on 1st June 2007 and replaces a number of European Directives and Regulations with a single system.


Aims

REACH has several aims:

  • To provide a high level of protection of human health and the environment from the use of chemicals
  • To make the people who place chemicals on the market (manufacturers and importers) responsible for understanding and managing the risks associated with their use
  • To allow the free movement of substances on the EU market
  • To enhance innovation in and the competitiveness of the EU chemicals industry
  • To promote the use of alternative methods for the assessment of the hazardous properties of substances

  • By 30 November 2008, COBA will send customers a list of all “products” that contain substances likely to be included in the candidate list (Article 57)

Usage and Safe Handling

Used as a plasticizer in numerous flexible PVC products.
Coba Europe Ltd have identified the following applications :-

  • PVC matting and Flooring Products

Under these applications there is not a normal or foreseeable condition where human or environmental exposure to 1,2-Benzenecarboxylic acid, bis (2-ethylhexyl) ester will occur in the form supplied.
Ingestion studies have indicated that there is a risk of impairment to male fertility and foetal development from this substance. Practical precautions against ingestion are recommended. Exposure through skin contact and inhalation does not present a hazard to the extent of current knowledge.
